The International Relations Office (IRO) is the home of internationalization at Sorsogon State University.
It supports university-wide internationalization including collaboration with the Centers, Colleges and Departments to promote and highlight all international efforts and initiatives across the campuses. In addition, it serves as a facilitating hub in support to the processing of collaborations/ engagements, internal and external partnerships(including alumni abroad), development of sustainable global programs/projects, and upholding international policies and procedures which minimize risks of global university activities.
RATIONALE
The International Relations Office works to strengthen the Sorsogon State University’s (SorSU) vision and commitment to excellence in developing globally competitive and values-oriented leaders and professionals. SSU being the lone public institution of higher learning in the province of Sorsogon aspires to deliver world class services to its internal and external stakeholders and utmost clientele. By year 2027, its trajectory delivers quality international education as it aspires to become globally competitive yet locally responsive institution by setting up an Organizational Learning and Supportive Culture, Enhancing our Global Reputation, Expanding and Enhancing a Globally-Focused Research and Engagement, and Providing Global Learning Opportunities for All.
Having these end-goals in mind, we are expected to establish sustainable partnerships with international academic institutions for instruction, research and extension community development undertakings, apprenticeship programs with multinational corporations / industries and alumni organization/s abroad. We will also continuously provide local support for faculty researches and extension output presentations abroad, scholarships, students mobility and faculty exchange program. The university needs to capitalize on its foreign linkages starting of with our ASEAN neighbors and then beyond. It has opened its gateway towards collaborative partnerships that would pursue student mobility programs, academic and cultural exchanges, in agreement towards absorbing globally competitive graduates to become productive global workforce. As its international recognition starts to unfold, the University’s quest for academic excellence will lead to the enhancement of its curricular programs that would leverage its plans of becoming part of the QS Univerity Ranking, while address the common issues of the world it has its on unique and innovative strategy on how to answer the most pressing needs and concerns of the Sorsoguenos in the locality and beyond.




HISTORY OF THE INTERNATIONAL RELATIONS OFFICE
The international initiatives of Philippine higher education have been driven by the need of academic institutions to collaborate in generating advanced knowledge, sharing insights and expertise, fostering innovation, and disseminating information through technology integration. The Philippine Higher Education landscape continues to evolve as emphasized in Section 4 of Republic Act 8292, otherwise known as the Higher Education Modernization Act of 1997.
At Sorsogon State University (formerly Sorsogon State College), internationalization efforts began with its initial collaboration with Australia under the Philippine-Australia Technical Vocational Education Program (PATVEP). Through this program, faculty members such as Prof. Rico Nava (1990), Dr. Telesforo Escoto (1992), Dr. Bernard Quinones (1994), and others were sent to Australia for faculty development and technical skills upgrading. In January 2002, Prof. Maritess Carreon completed her Master’s degree in Information Technology under the AusAID scholarship at the University of Newcastle, Australia. In 2008, Dr. Jenet Fuentes pursued a Post-Doctoral Fellowship in Microbial Genomics under the DOST-PCAARRD and Rural Development Administration (RDA) in South Korea. Similarly, Dr. Eric Fuentes became a recipient of the CHED-Yokohama University Sandwich Program in Japan in 2011, hosted by the Research Institute for Humanity and Nature (RIHN).
Under the term of SSC President Antonio E. Fuentes, the College established the Kokusai Kotoba Gakuin Language Training Center (SSC-KKG LTC), which produced completers and strengthened linkages with universities and companies in Japan. During SSC President III Dr. Modesto Detera’s term, internationalization initiatives were further pursued, leading to the formal establishment of the International Relations Office (IRO) in 2014. That same year, a Memorandum of Agreement was signed between SSC and the United Nations World Food Programme (WFP) for a climate change mitigation project led by Dr. Vivien L. Chua and her team, which was later showcased during the DPR/CCA Project Completion Ceremony in April 2018 at the Century Park Hotel, Manila.
During the leadership of President Helen Lara in 2020, the Foreign Workers Department of Fukujuen Home Nursing, led by Ms. Yamamoto Hisae, facilitated the employment of four JLPT Level 4 passers of the Center. Over the years, SorSU’s research and extension linkages have dramatically expanded with organizations such as the Japan International Human Capital Development Organization (JIHDO), Good Neighbors International, Wufeng University (Taiwan), and University Malaysia Sabah (UMS).
With the dynamic leadership of President Dr. Geraldine F. De Jesus, internationalization became one of SorSU’s key strategic priorities. Under her administration, the International Relations Office gained wider acceptance in the mainstream academic and administrative planning of the University. Through extensive consultations and collaborative planning with SorSU’s administrative and academic heads, the University crafted its Five-Year Strategic Internationalization Plan (2023–2027), aligning its priorities with CHED Memorandum Order 55, s.2016.
One of the major milestones in the University’s internationalization journey in recent years is the launching of its Global Education Program. This initiative marked a shift from primarily faculty-focused engagements to a more comprehensive approach that places strong emphasis on both student, staff and faculty mobility, encompassing inbound and outbound activities. Under this program, SorSU actively supports international exchange programs, student immersions, experiential learning exposures abroad, field studies, and training programs. These opportunities are designed to broaden perspectives, enrich cultural understanding, and develop globally competitive graduates and professionals.
Another key area of development is SorSU’s growing network of international research collaborations. The University now regularly hosts visiting research experts and invites international institutions to work directly with its faculty and research teams. This has resulted in an impressive record of forging over 20 Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs) with academic institutions and organizations across Asia and beyond. These collaborations have expanded SorSU’s reach, enabling it to share expertise, engage in joint projects, and contribute to solutions on global issues across various disciplines.
These internationalization efforts have also translated into measurable achievements. In 2025, SorSU was awarded a 3-Star rating, performing strongly in areas such as Teaching, Facilities, Employability, Good Governance, and Education & Training. This recognition affirms the University’s adherence to global standards and its commitment to quality higher education. Further solidifying its reputation, SorSU entered the Times Higher Education (THE) University Impact Rankings 2025, placing in the 1,001–1,500 global band out of over 2,300 institutions worldwide. It also excelled in several Sustainable Development Goals (SDGs), notably ranking 101–200 in SDG 2 (Zero Hunger), 401–600 in SDG 1 (No Poverty), 601–800 in SDG 5 (Gender Equality), and 1,001–1,500 in SDG 17 (Partnership for the Goals), highlighting its active contributions to sustainable development and global collaboration.
Looking to the future, the International Relations Office is focused on strengthening the University’s international student population and ensuring that SorSU’s academic programs are aligned with international standards. This includes the integration of micro-credentials, credit transfer schemes, and curriculum enhancements that will allow students to maximize their global learning opportunities. By doing so, SorSU aims to not only attract more international students but also prepare its local students and faculty to excel in a globally interconnected academic and professional environment.
Through these initiatives, the International Relations Office continues to transform SorSU into a thriving center for global engagement, ensuring that its students, faculty, and partner institutions benefit from a world-class educational experience.

Further solidifying its presence on the global stage, Sorsogon State University has proudly entered the prestigious Times Higher Education (THE) University Impact Rankings 2025—a historic first for the institution. SorSU secured a ranking between 1001–1500 out of 2,318 participating institutions worldwide, marking a significant leap in its international reputation and academic visibility.
