The transformative power of education has the potential to change lives, and with this vision, the Sorsogon State University in partnership with the Bureau of Jail Management and Penology (BJMP) Sorsogon City, will offer the College of Education Behind Bars (CEBB) program for Persons Deprived of Liberty (PDL). Initial discussions took place on October 28, 2024, at the SorSU Lounge, Sorsogon City.

The CEBB program is a groundbreaking initiative designed to provide Persons Deprived of Liberty with access to quality tertiary education. Through this program, Sorsogon State University will offer a Bachelor of Science in Entrepreneurship, which will be led by the College of Business and Management.


This opportunity will be extended to forty (40) qualified inmates, allowing them to pursue a college education and earn a degree and diploma while incarcerated. The CEBB program aims to empower PDLs by equipping them with the skills and knowledge needed for successful reintegration into society and decreasing the likelihood of recidivism.


The initial discussions were attended by Dr. Jhonner D. Ricafort (VP for Academic Affairs), Dr. Telesforo D. Escoto (Campus Director-Sorsogon City Campus), Dr. Maria Luisa P. Mirasol (Dean, College of Business and Management), and Ms. Cristy D. Docdocos (Program Chair, BS Entrepreneurship).


Also present during the initial talks were JCINSP Louie Angelo C. Ungria (Acting District Jail Warden), JO3 Mary Ann J. Butias (Chief, Welfare and Development Section), JO1 Lesell O. Barredo (Community Relations Service Officer) and JO1 Ian Jay O. Frando (Development Officer). This initiative presents a valuable opportunity for PDLs to build a better future for themselves.
