SorSU PMO, CAO-Administrative Division & CAO-Finance Division conduct “Future-Driven Governance: Enhancing Service Delivery through Citizens Charter and Whole of Government Reengineering Seminar-Workshop”

Underscoring the university’s dedication to advancing service delivery and governance, the SorSU Planning Management Office, in collaboration with the CAO-Administrative Division and CAO-Finance Division, is currently conducting a two-day activity titled, “Future-Driven Governance: Enhancing Service Delivery through Citizens Charter and Whole of Government Reengineering Seminar-Workshop”, on August 6-7, 2024, at Victoria’s Grill, Brgy. San Roque, Bacon District, Sorsogon City.

The event kicked off with a warm welcome from Mr. Gerald E. Fulay (Vice President for Administration and Finance). SUC President III, Dr. Geraldine F. De Jesus then delivered a message highlighting the vital need to improve the service delivery of the university. In her message, she said, “Our government has adopted future-driven, people-oriented, and inclusive measures to speed up transactions by making the processes more efficient and by requiring frontline service personnel to be more humane and attentive to the needs of clients.” Moreover, she urged the participants to serve the students and the public more effectively and efficiently – and always with a heart.


Following this, Dr. Catherine A. De Castro (Director, Planning Management Office) presented the Statement of Purpose while Dr. Ma. Sylisa J. Estur (Chief, Administrative Officer – Administration Division) introduced the participants. Ms. Andrea Mikhaela D. Zantua (Supervising Administrative Officer – ARTA Southern Luzon Regional Field Office) then gave a detailed discussion on Learning Objectives and Online Pre-Diagnostic Results.


In addition, Ms. Zantua conducted a lecture-discussion on R.A. No. 11032: Driver for Bureaucratic Efficiency. This was succeeded by Ms. Jhana Aira P. Penales’ presentation on the Processing of Learning, which included an interactive open forum. Ms. Penales also delivered an insightful lecture on the Citizen’s Charter: The shared bible.


On Day 2, the event will kick off with a workshop focused on the Citizens Charter. Following the presentations, there will be a constructive critique session to evaluate and discuss the ideas presented. Dr. Leny D. Berdin (Chief Administrative Officer-Finance Division) will deliver the closing remarks, summarizing key insights and outlining future steps.


The seminar provided participants with a comprehensive understanding of Republic Act No. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018), as well as an in-depth examination of Whole of Government Reengineering and the principles underpinning the Citizens Charter.
