Sorsogon State University-Bulan Campus (SorSU-BC) and the Local Government Unit (LGU) of Barcelona formally signed a Memorandum of Agreement (MOA) for the implementation of the CIVIC SERVICE HUB Project during a ceremonial signing held on June 4, 2026, at the SorSU Boardroom, Sorsogon City Campus.
The ceremony commenced with a welcome message from Dr. Ryan V. Dio (Vice President for Research, Extension and Training), followed by the presentation of the project overview by Mr. Richard G. Rabulan (Project Leader). During the presentation, the CIVIC SERVICE HUB was introduced as a web-based platform developed to streamline the management of engineering-related public service requests within the Municipality of Barcelona.
Designed as a centralized digital system, the platform enables residents and local stakeholders to lodge and monitor requests for road maintenance, drainage issues, facility inspections, and other engineering services. The system incorporates electronic request submission, service prioritization, progress tracking, automated notifications, and report generation to facilitate timely and organized responses.
The ceremonial signing of the MOA followed the project presentation, with SUC President III, Dr. Geraldine F. De Jesus, signing on behalf of Sorsogon State University and Engr. Kenneth G. Rabulan, (Municipal Engineer) representing Hon. Cynthia Falcotelo-Fortes (Mayor, Municipality of Barcelona).
Engr. Rabulan expressed the local government’s support for the project in improving citizen engagement and public service delivery. He also recognized the significance of the partnership in advancing innovative digital solutions for the Municipality of Barcelona.
In her message, President De Jesus emphasized SorSU’s commitment to supporting communities through technology transfer initiatives. She also thanked Hon. Cynthia Falcotelo-Fortes for her continued support, noting that the university remains dedicated to fulfilling its mandate wholeheartedly as a university with a heart.
Present during the activity was Engr. Ivy Rose B. Gonzales (Director, Research and Development). The ceremonial signing concluded with closing remarks from Dr. Ma. Elena C. Demdam (Campus Director, Bulan Campus).
