Sorsogon State University Castilla Campus Prepares for 2025 with Annual Operational Planning Activity

Sorsogon State University Castilla Campus conducted its 2025 Annual Operational Planning Activity on November 28-29, 2024, at the FTC AV Hall. With the theme, “Planning Today for a Stronger SorSU Castilla Campus Tomorrow,” the two-day event brought together the SorSU-Castilla Campus key officials, coordinators and stakeholders.

Day 1: Laying the Groundwork
The event began with an opening message from Prof. Andrew F. Detera, Campus Director, who expressed his gratitude to the participants for their presence and initiative in shaping the campus’ future. Prof. Detera highlighted the updated campus organizational structure and reviewed previous accomplishments, setting the foundation for SorSU Castilla’s direction in 2025.


Following this, Mr. Ian G. Balbalosa, Planning Management Coordinator, outlined the activity’s purpose, emphasizing the importance of working together in creating a strong and effective operational plan. Engr. Oscar Peter D. Pascual, BSABE Program Chair and former Planning and Management Coordinator, presented the campus’ 2024 accomplishments.


Key Discussions
To ensure that the operational plan is in line with national and regional standards, several key topics were discussed:

  • Philippine Development Plan and Regional Development Plan Presented by: Mr. Ian G. Balbalosa
  • Harmonized National Research and Development and National Higher Education Research Agenda by: Mr. Brian Gabriel J. Buenaobra, Research and Development Coordinator
  • Research for Development and Extension Agenda Program by: Ms. Ira Marchan Habla, Extension and Training Coordinator
  • ASEAN Integration and UN SDGs by: Ms. Mari Anne B. Gojar, International Relations Office Coordinator
    Additionally, Mr. Balbalosa and Ms. Ana May M. Rubang, Technical Working Group Member, presented the updated strategic plan, including its framework, objectives, and performance indicators.

Workshops and Presentations
Participants were divided into six key areas, namely, Instruction, Research and Extension, Production, Student Development Services, General Administrative and Support Services and Support to Operations. Each group was tasked to draft their Annual Operational Plans (AOPs). The session culminated in the evening with the presentation and critiquing of each group’s AOP.

Day 2: Stakeholders’ Consultation
The second day focused on stakeholder engagement, featuring representatives from government agencies, partner agencies, institution and the alumni. Key attendees included:

  • Mr. Manuel L. Marantal, OIC Municipal Agriculturist, LGU Castilla
  • Mr. Bernie Lotino, SAMAMACA Federation President represented by Mr. Gerardo Macedonio, SAMAMACA Federation Vice President/Parent
  • Mr. Pedro F. Oliver, Superintendent and Agricultural Chief III, Sorsogon Dairy Production and Technology Center represented by Ms. Joann Luzande, Ms. Rosella Formento and Mr. Joshua Lafuente, SDPTC Staffs
  • Mr. Anel M. Arias, SorSU-CC Alumnus and TESDA Trainer

The day began with a recap of the highlights of Day 1, followed by presentation of SorSU Castilla’s future direction and 2024 accomplishments by Prof. Detera and Engr. Pascual, respectively. It was followed by the stakeholders’ consultation of the newly crafted 2025 Annual Operational Plan per area. The stakeholders provided constructive feedback to further improve the campus’ AOP.
Recognition and Closing

Certificates of commendation were awarded to the guests for their valuable contributions in the campus planning activity. In her closing remarks, Dr. Rochele N. Aragon, Dean of the College of Agriculture expressed her gratitude to all participants and guests for their collaborative efforts in the crafting of SorSU-CC AOP 2025. She also highlighted the importance of the activity in shaping the future of the SorSU-Castila Campus as an institution of higher learning.

The event is a manifestation of SorSU-Castilla Campus’ commitment to excellence and in designing a stronger and more sustainable future for all its personnel and stakeholders.
